tourneys all over nc and have for many years.  no money exchanges hands
(well, not above the table anyway) and they are advertised and held in

i think there is a clear difference between gambling and what is being done
with this passport thing.  checking with a lawyer familiar with this
particular law would be best as calli suggests.

 There is also case law on some games that people may assume are games of
skill.

 cards , dice , billiards , bowling etc...

cards  (blackjack ruled game of chance)
dice game of chance
billards game of skill

There is a whole section on lotteries  which makes it a crime to advertise
and or participate with exceptions for the state lottery.
There used
to an exception for charities they could have 1 lottery a year. I have not
checked to see if that still exists.

Best bet is to check with an NC attorney .
