[MR] Rapier at Siege of the Black Tower

Greetings. Due to the unfortunate circumstance of not being able to find a
Rapier Marshal for our Canton's Event, we are forced to cancel the Rapier
portion of the Siege of the Black Tower's Marshal Activities.  We look
forward to hosting Rapier Tournaments and Melees in the future when our
event is not listed against an illustrious Rapier Event such as "Night on
the Town."
