Officially, no, that's the point of the statement "open flame".  If it's
in a glass lantern, it's safer as just someone's sleeve running past
won't catch on fire, and if toppled it won't (immediately) catch a table
cloth on fire.

HOWEVER, the term has gotten to be used very loosely lately.  And many
sites that state: "No open flames" ... really mean:  "No candles/flames
at all"

So it's rather tricky.
