[MR] Storvik Novice Tourney Question

[David Chessler]

There is some discussion of making white scarves peers, either by a new order
or by merging with an existing one.  And, while white scarves are not peers in
the precedence, they are considered to be the equivalent as an honor for
fighting.

 In any event, Dante will surely soon be a Laurel, which is a peer.
