[MR] Should we be concerned?

You're probably having a hard time dealing with the need for this  
because you're a decent, law abiding citizen.  But the "bad guys"  
don't think the same way.  What you may perceive as a safe public park  
looks to them as a useful, deserted place with few eyes to observe  
them carry out business.  Anyone who has lived in a rural or farming  
community is probably aware that there are farmers who've had to get  
rid of marijuana patches, people have been spotlighting deer and  
poaching in their woods, or traipsing through digging up wild plants  
valuable in certain markets, or making moonshine.  Or, in my personal  
experience, even dumping a body.

Lady Faye made some good points.  Poachers, drug dealers, and many  
other bad types are the ones these law enforcement officials are  
after, and they aren't going to play nice.  The law enforcement  
officials aren't impeding your ability to use the space while they do  
their jobs.  And as someone else pointed out, making it public, as  
this newspaper did, that they are doing this type of operation will  
only serve to alert the people they're after.

This article only looks at one perspective, that of possible  
infringement of privacy.  The concept that Big Brother might be  
watching.  It is causing a stir.  It's what the media does, and it  
makes them money.  We are being watched, monitored or potentially  
monitored all the time.  Today, it's electronically.  In the past,  
everyone knew what their neighbors were doing, even if they didn't  
talk about it.  Privacy, as we think of it now, is a relatively new  
concept.
