[MR] Discount for Minors at Just a Tourney

Please note!
 
There has been a change in the fee structure for Just A Tourney.
 
The _Site Fee_ for minors (6-16) is now $4.00.  All other fees remain the
same.
 
This is to eliminate the need to collect NMS on that age bracket.  (And yes,
the Kingdom Exchequer was consulted.)
