Thank you. I do believe that people should put forth problems as they see them. I also believe that if someone spends the time thinking about a problem, they should also take the time to think of a potential solution to the problem. It doesn't even have to be a good solution, as long as it gets others to thinking of solutions as well.

lucien i didnt put words anywhere i was simply asking for clarification.
you state(d) that they should also put forth potential solutions as well
which seemed to suggest that to not do so was somehow wrong or bothersome.
it appeared as though you were suggesting that they would be remiss to not
do so.  and yes, after rereading your original i was incorrect to assume
that you meant that putting forth some solution was required and, if not,
they should remain silent.  thank you for pointing that out.
