Not sure I agree with the viewpoint that this is a negative sign.  Nothing wrong with a barter system, goods and services are still flowing from provider to consumer, just without the medium of cash/money in the transaction.  The downside is when that's your only option.  Hey, and it even said these exchanges are non-taxable... looks like a silver lining to me :D
