Um....I believe the requirement is that it must be  a parent or legal
guardian.  If you wish to protest this, you can write to the Vice-Mayor of
Cultural Affairs at culturalaffairs at pennsicwar.org

It has also been discussed on the SCA Laurels list for several days.  Many
of these folks, including me, teach classes at Pennsic and we are all very
upset and concerned that kids are being prohibited from attending
classes...but not from participating in fighting or other non-A&S
activities.
