[MR] cheap/free food handling certification site

I've been to events where I decided not to partake of feast due some kitchen
procedures that were questionable, in my opinion.  The more people who learn
about food safety and proper handling, the better off we all would be!

Yep, I know that a little piece of paper printed from an internet site
doesn't make me an authority - but it does show at least a very basic
understanding or interest in safety.  Not a bad thing in my mind!
