Groin protection is required for women. 
See SCA Marshal's Handbook section VI-F-3 "For women, groin protection of
closed-cell foam or heavy leather or the equivalent is required to cover the
pubic bone area. The wearing of a male athletic cup by female fighters is
prohibited."

Women may want groin protection (it's advised), but loose skirts hanging
(see
roman armor--strips of leather) may do, and may also protect the thighs.
They
should NOT wear men's groin protectors. There are some sold for women--see a
hockey store.
