$200.00 in materials, most certainly. Less than $200 worth materials, tools and labor, no way.
Functional finished helmets, that aren't spuntops, can be found for as little as $70. Ashcraft/Baker comes to mind in this case.
There are kits for making rather high end helmets with minimal skill and tools for $100-150. Finished, those helms would fetch $700-$900.
I'd actually put the biggest dent against the budget to be gauntlets or the two half-gauntlets and baskets combo. A good pair of munitions grade clams is going to be at least $100 (Ward Gauntlets, start at $110. Absolute best bang for the buck IMNSHO).
Demi's run $60-$80 a pair, then another $30 for a shield basket, another $35-$45 for one sword basket. Low end, $125 to fight one weapon system and have only one sword and shield in service at a time. There's 60% of your $200 armor budget.
But, there are always ways to do armor for much less cash investment. Good, functional armor at that.
