If you are resident in the State of Maryland, this is correct. The justification behind the law is that lawmakers believed it better the encourage people to flee with their lives than take a chance at being harmed or killed by burglars or intruders.
There also is the suggestion to avoid vigilantism in high-crime areas. "Self defense" became too common a plea as murder rates rose in more populous areas of the State. In response, the State law was changed to include requirements that unless there was an imminent and inescapable threat to life, it is not self defense. Under this same statute defense of property is not self-defense.
I would expect that if more people were aware or reminded of this law, something might actually happen to revoke it. Then again, the may not.
