Planting trees along the road will not block much noise at all.  While there can be a psychological effect, there is not an appreciable quantitative difference.

It is possible to build portable noise walls.  However, it tends to be very expensive and the efficiency depends on many factors.  Including height and topography.  In my estimation, it would take a fair amount of money and time to put a dent in the problem.
