[MR] condensing the Oak to one issue this year

I've tried to have multiple Oak issues a couple of years now and we have been able to pull that off.  However it has resulted in multiple small issues.  I think for this year we are going to return to an annual issue (which is the main legal requirement) and have 1 "meatier" issue rather than a couple small issues.

The deadline for this year's issue then will be the last weekend in October.

If we get overwhelmed with article submissions, we will still have enough time to insert a last minute secondary issue.  However the slow and steady approach seems to work  well for the Oak staff.

If you have articles you'd like brainstorming help with, please feel free to submit them very early at whatever stage you want.  That's one of the reasons we're here!
