The QND answer to that is "George Washington, John Adams, Thomas Paine, Benjamin Franklin, & Thomas Jefferson in conjunction with the Continental Congress, Declaration of Independence, Articles of Confederation, and the Constitution" insofar as the USA itself is concerned; Simon Bolivar enters the equation for South American nations; and the French Revolution definitely comes into play when considering the Caribbean region.

 

No, there really isn't a one-sentence answer -- that I am aware of -- that doesn't expect a little more depth of understanding the forces and beliefs behind what I put in quote marks above.
