[MR] kinda off topic question

Yeah, and our head of state is the General Governor, not the Prime Minister
elected by the people.  It's pretty much a symbolic position, he or she is
not in position to intervene in the affaires of state.
If other dignitaries or head of states visit Canada, the Governor will
welcome them, not the Prime Minister.
