i thought the guy in question holds a valid authorization card from meridies
and recently moved to atlantia.  if thats the case he should be able to
fight at pennsic with it and then get the proper voa done afterwards.

We are having authorizations at the Windmaster's Hill Baronial Practice on
June 28.  Practice starts at 1:00 pm so be early for the authorization.
