         With all respect, this does not follow.
         We KNOW that people can be, are regularly are, ticketed for 
forgetting to remove their parking passes from their windshields, 
each and every Pennsic.  Yet there are no queues of troopers on the 
roads to Coopers' Lake.
         It is sound advice, IMHO, to know the laws af different 
localities through which you will be passing, and to arrange your 
affairs so as to avoid inadvertantly giving offense to the locals, 
whose quaint and curious customs may include throwing you into a 
concrete cell with bars on the windows.
