[MR] Thrown Weapons at Highland River Melees

Greetings! There will be a change this year in how thrown weapons will be
handled at Highland River Melees. In order to comply with policies involving
waivers, we will be requiring all persons wishing to throw weapons to have
their site token with them when they come to the range. The same policy will
apply at the MoL table as well, so be sure not to lose your site token.
