Hi--
That's a Society for Creative Anachronism fighting shield. A quick
Google search shows that plywood blanks can be found for about $40.
The design on the front, "Quarterly Vert and Sable, a Winged Unicorn
Rampant Argent", isn't SCA-registered, however. The rim is heater
hose, to keep from shredding swords that hit it. Manufacture style
looks like mid-1980s to mid-1990s.

Shield's worth about 60 bucks. Maybe. And even then, the new owner
would have to paint his own arms on it.
