Mungo,

There are several mechanisms for building CA arrows/bolts. The primary
thing they share is having a non-compressible core that is at least
1.25" in diameter. That is what regular blunts are missing, as far as I
know (AFAIK). Also AFAIK there have been no penetrations of a shaft
through the head, there were penetrations of head/foam into a grill.

The Baldar blunts have integral give, other types require additional
padding. This isn't a technical treatise, so let me know if you want
more details. I recently extracted the relevant bits from Society and
Kingdom policy.
