[MR] [SCA-MissileCombat] CUBB/Fathead Blunts!

Morien and friends,
I am not a combat archer (strictly targets here), but mildly curious
about all uses of the bow. Can someone explain to me how combat arrows
are constructed? The old ones which were kicking around Isenfir when I
became the archery marshal had a padding surrounding the shaft, which
was then wrapped in duct tape. Seemed like it could be a recipe for the
shaft penetrating the head (a la Pennsic 37). How are Duke Baldar's
arrows different? Has anyone ever experimented with rubber blunts (like
Barta Bunny Busters) wrapped in padding and tape for impact safety?
Seems like this might lessen the possibility of penetration, since those
blunts just don't want to move on the shaft once you have them on.
