[MR] [Keep] Alternate Non-toll route to Pennsic

I think they are charging the toll from Breezewood to Bedford again.
They didn't have a toll while they were working on 30 to help keep the
traffic low.
I haven't done the route in a while. But you do hit some stop lights and
even though the road is wide and 4 lanes you do have to slow down.
Depending on if you're trying to get there fast vs. cheap.
I prefer interstates but that's my opinion.
