The $3.00 surcharge applies to those attendees without proof of  membership.  
The exceptions are for those individuals who have no site fees  or are under 
18 and have a discounted site fee.
 
 
So take care.  If you charge a flat $5.00 for everyone, even a  newborn must 
be charged for NMS!
 
 
For your specific question, if there is a site discount for those under 18,  
they don't pay NMS.
