As I understand it, the non-member surcharge applies to anyone who pays a 
NON-DISCOUNTED site fee.

Most events in Atlantia that have site fees will charge a discounted site 
fee (of varying degree) for anyone under 18, in which case the non-member 
surcharge would not apply.
