[MR] Heraldic Results for the October, 2008, Laurel Meetings Now Available

The Laurel Office has been pushing very hard to catch up on publication of
the results of Laurel meetings, publishing two months worth each month for
the last couple of months so that we now have the results from the October,
2008, meetings.
