[MR] outsiders holding positions of office in other groups....

I remember an old discussion in the tavern about people who live outside a shire/canton/barony holding positions of office in these groups (including being baron/baroness). I was just wondering IS it possible for someone living in another Barony/Canton/Shire to hold an office in that group even though they "technically" live outside it?
