Many thanks to Mistress Alisoun for her work in getting the College of Arms to set forth this survey.  I would also like to encourage everyone to respond to this, it doesn't take that long, even for ever-so-wordy me and it is written in normal human English, not Heraldspeak, so everyone should be able to understand it.  What it comes down to is this...  I would venture most of us have at some time had a problem registering something and if we have not we know someone who has.  This is a chance to have our complaints heard by people who can DO something about the situation.  A chance, finally, to stop yelling at your local herald and yell at the top.  If only everyone I ever heard complain about the rules writes in they'll have several times their expected response.  On the other hand, if everyone decides to let someone else do it, things will go along just the same as they are.  The choice is yours.
