[MR] Request of clarificaton on furry friends and events

We had a person in charge of animals at the last Sapphire to allow
them.  We made two simple requests "Please register your animal in
advance", and "Police after your animal" (which is the law, btw).

We got 10 animal registrations, and over 20 animals on site (those may
not be the correct numbers, but the percentages are correct), we had
at least 5 incidents where dog waste was left in one location or
another, including directly under the troll table.

Honestly, the onus of being prepared to clean up after your animal
shouldn't fall upon the hosting group.  It's your dog, and it's
courtesy to make sure your dog doesn't foul the area for other guests.
 It's logical to assume "Hey, I'm walking my dog, he might squat".  We
don't fight in your bathroom, please don't let your dog poop or pee on
our field.

My wife and I own two dogs and two cats.  We would love to bring the
dogs to Sapphire, it would make the event 100 dollars cheaper for us.
However, the larger community has shown that it is not self-policing,
and when we made attempts, people ignored them, so yeah, dogs have
been out for the past several years, and I don't see that policy
changing this year.
