My experience has been thus:
Very often at the public parks, the hosting site itself is very welcoming of animals but the Barony/Shire/ect isn't. This, I'm told, is typically do to someone's misbehaving animal in the past. Rather than ban the person from bringing their animal (or just banning the person altogether given a couple of stories I've heard), the Barony/Shire has enacted an all out ban on all animals.
To those of us who do have well behaved pets (and at least try to be well behaved owners!) this is a horrible situation. Do I drive the two hours to get to the event and only stay for another two or three hours to make sure I get back to the house in time to let the dog out and give her dinner or do I try and see if I can put her up for boarding for the day? Boarding, of course, costing a great deal more.
Now, of course, if the site itself bans animals, there is nothing that can be done. That's up to the site. However, when it's our own group banning animals, I think we should all strive to not create such blanket bans because of the problems they do cause. If an animal misbehaves, blame the owner and enact some punishment on that specific person.
