no, anyone may enter crown so long as they meet certain requirements
(membership, registered name and arms, et al).  atlantian crowns are
typically light in numbers compared to some other kingdoms and typically a
gulf wars reign is lighter than a pennsic reign (the winner of our crown
list will be a gulf wars king).  the economy is tough right now and very
much so in the south east so that effects list participation as a reign can
be very financially taxing so that keeps numbers lower too.  the largest
list i can remember is 32 for atlantia and this one is the smallest ive
seen.
