Some experience grist for the mill. Just my 2 Tugriks worth.  I have found
that the representative of the site tends to seek out the person from the
group using the site that they have worked with most often.  In most cases
they really don't care which one is in charge - they just know when they
talk to "george" the problem gets resolved.  Having a local rep is not a
bad idea at all but it should be someone that the site reps are
comfortable with.  It helps if the group using the site is aware of who
this person is as well, especially in the case of out of town groups using
a site.  Possibly this individual should be called a Mediator or Site
Liasion rather than a local rep.  The end result is a site staff that's
comfy with things, a group that is comfy with the planning and outcome 
and the simple knowledge that if a problem arises we go get "George, the
Mediator".
This begs the question - how many folks are willing to be 'George, The
Mediator'?

  Good planning will alleviate more issues than anything else.  Good
communication is part of good planning.
