sure, why not.  those with no preference could be put in both hats and once
one of their tickets is drawn the other becomes null.  makes sense to me and
for groups like caer mear that think hosting crown so close to sapphire
would be difficult (even if i dont agree with that fear).

Would two hats be better than one- a hat for Spring and a hat for Fall, with
the groups expressing a preference for which hat they want to be in?  The
ones with no particular preference could be used to even the numbers, if
necessary.
