I can see scenarios where a group may not want or be able to...

Caer Mear has a large multi-day event a mere 3-4 weeks (depending on
the whims of the calendar gods) that tends to tie up a good chunk of
our bank balance, and darned near all of our people, so our hosting a
May Crown would be difficult...doubly so when the site isn't near us.

Likewise, it would not surprise me if the hosting group for War of the
Wings didn't have a similar conflict regarding Fall Crowns.

Now, we would be happy to be in the mix for a Fall Crown, and I'd
imagine they'd be willing to be in the mix for a Spring one, but I
think it would be preferable to let groups declare, maybe a year in
advance "Yes, we'd like to host X Crown" and draw from those who put
their names in the hat, perhaps favoring those who haven't done it
yet/lately or whatever...but let the groups declare their readiness.
