There's also the chance that a group might not want to host a Crown Tourney
or other Kingdom event shortly before their own fairly large event (i.e. May
Crown followed by oh.... Sapphire in a matter of weeks thereafter when the
coffers and other resources are stretched a bit thin comes to mind).  So the
option of being able to opt out is a good one.
