It may be rare, but I can easily picture a group, especially a small
one, and especially one at one end of the kingdom or the other, not
being sure they could put together the staff to sponsor crown
tournament at a distance and wanting to opt out for that reason.  (And
I feel it would be better to ask those groups that want to do it to
opt *in* than to expect most or all groups to be "in the
running"--that might create a little undue pressure or cause hard
feelings toward groups who want to opt out.)

Personally, I'd hesitate to volunteer to run crown at a distance, and
I know I'm not anywhere near the furthest from the center of the
kingdom, or the busiest with other commitments, and my employer is
generally flexible about vacation time.  So, I wouldn't want to assume
that someone else could, or that any group would have the resources to
pull it off.
