i couldnt imagine a group not wanting to sponsor a crown tourney, but if a
group did want to opt out they certainly could.  the lottery system is the
most fair way to allocate who gets to host.  the plan would be to put all
baronies, shires, strongholds, on tickets and draw them from a hat at some
event.  this would, of course, be a random draw and it would set out the
next whatever amount of years the initial contract is for.  if, for example,
the initial contract is for four years that would take care of the first
eight crown lists.  should the contract be renewed then another lottery
would be held with the remaining groups.  if a group finds itself unable,
when its their turn, to put together a staff (which would be bizarre given
how much lead time they would have) they can always find a guild or
household to host the event for them (again, much like the houses of clan
ebonwoulfe are doing for black diamond at this years assessments).  this way
there is no issue with getting the event pulled off and the hosting group
can still get the always coveted profit split. of course this isnt set in
stone, just thinking out loud.

pulling off this event, even from a distance, is a very very simple thing to
do.

I'm not sure a lottery is the best way to choose the hosting group.
Even with the site and location being set, I would think the kingdom
would still wish to see a bid.  What experience does the autocrat
have?  Are there people for other staff positions?  What does the
overall budget look like?  Etc.  I think we might have better events
if the normal proposal process was used, but the site was made
available for groups to use when putting their bids in.

If we do use a lottery system, I think that it should be limited to
groups who have volunteered.  (I may be stating the obvious, but I
wasn't clear whether the hosting group would be chosen from *all*
branches, and I wouldn't want to see a group put in a bad spot because
it's "their turn" and they aren't able to host.)  And, if we're using
a lottery system, I'd recommend disqualifying the groups that hosted
the previous 2 or 3 (though they might disqualify themselves anyway).
