[MR] outside autocrats

I haven't seen it myself but it has been stated as existing many times locally and is a valid concern.  The fact that it hasn't happened to me doesn't mean it doesn't happen.  The fact that it's only happened once or twice doesn't mean it isn't a concern.

It's back to my message of making sure a local site contact of some sort is on staff since at the end of the weekend after the rest of us have gone the local types are typically the ones who would be stuck with mistakes and problems as they are more readily available than the long distance types.
