I'll confirm this. It was not the *only* reason in the case I have in mind, but it was 
certainly a significant reason, and the Kingdom shortfalls of the past 2 years gave it  
additional weight.

I'll also confirm that free University sites are favored over costlier ones, at least when
everything else is equal.
