[MR] contracting a specific site and local groups

If thinking about a specific site, would it not be better to talk to the local group involved first say at a business meeting and propose the subject?  Has that happened?  I understand people outside the local group develop their own relationships with the site management but those living in the area might have experiences to share that one outside the local group might not always see.
