[MR] Updates to the Submissions Pages on the Atlantian Heralds' Web Site

The Atlantian results from Laurel's meetings of April, 2008, and the
Internal Letter of Acceptances and Returns for August, 2008, have now been
posted to the web page at herald.atlantia.sca.org.

There have also been a number of updates to the consultation table schedule
for the coming months.
