[MR] Updated SPIKE Event Registration System

Greetings, Atlantia!

I have just updated SPIKE, our event registration system, with a few new 
features.  First, it works in Internet Explorer 7.  :)  Second, 
autocrats can now specify a web site for the event as part of the event 
registration process, so that a link to the event web site will be 
displayed on the Kingdom Calendar before a flyer is officially posted.  
Third, the event registration process is now described on the SPIKE 
Documentation page, along with the list of publication deadline dates 
and reserved event weekends.
