[MR] Paying by Check

My Lady -

According to the Exchequer 101 training that I took in the past year, an
officer is supposed to (by Kingdom Law) make deposits with in 14 days of
receipt.  I personally just finished a large event and would not have wanted
all of those pre-reg checks sitting around my house.
