A couple of books in Lindsey Davis's "Marcus
Didius Falco" series take place in Roman Gaul
under the early emperors (70-75 AD). The tone is more modern than period.
Silver Pigs (Britain)
The Iron Hand of Mars (Germany and Gaul)
A Body in the Bathhouse (Gaul and Britain)
The Jupiter Myth (Britain, some Gaul)
Steven Saylor
Rome Sub Rosa series (secret Rome) detective novels
65-45 BC (roughly). I think all take place in Italy or possibly Greece.

SPQR series (Senatus et Populesque Romanus--the senate and the people of rome)
Roughly 50-45 BC. But I think all take place in Italy.
Also check out Poul Anderson's Kingdom of Ys
series, (4 books) sort of mythology about a
kingdom in Brittany under the Romans.

(an eastern "mystery sect," popular in the roman
army, that was an "enemy" of christianity, but
which may have lent some practices to christianity)
There is some sex in this series that is not
suitable for an 11 year old. The other series should be fine.
