Greetings Gise, Esteemed Populace of Atlantia & Friends of Atlantia,
 
First, let me say that the specifics of how this is handled will vary from reign to reign as well as with each individual in any particular reign. 
 
With that in mind, I will speak to my personal preferences, my perceived perceptions of Ragnarr's preferences, and my & our experiences. So below are guidelines. I personally would not be offended if some contacted me directly about anything listed in the contact head retainer list.
 
Contact Head Retainer initially:
1) Just about anything that has to do with a particular event - they are most likely to already know the answers, and if not can easily find out & get back with the person needing answers. It is often a good idea to assign a Royal Liason (assigned by the autocrat) when you know that TRM/TRH are attending your event.
2) Donation of time or talent - anyone who wishes to serve as retainer, herald, guard, etc or those who wish to contribute something for the gift baskets, medallions for awards, cording for medallions, etc

Contact TRM/TRH directly:
1) Award Recommendations.
2) Order Principals who wish to request a polling for their order.
3) Kingdom Officers who have a question or concern of relevance to TRM/TRH.
4) Counsel for kingdom level confrontational episode (officer related issues should follow proper chain of command up to & through kingdom officer as needed)
5) Complaint/grievance procedure (initial point of contact may also be Kingdom Seneschal)
6) Event Bids for which the TRM/TRH have final approval - Specifically their own Coronation & Crown Tournament. (Kingdom Seneschal & Kingdom Event Bids Deputy should also be included)
7) Letters of intent for Crown Tournament.

While this list is not all inclusive, it should cover most topics of immediate concern.
 
If anyone has a specific question, not herein addressed, I will gladly respond to that specific query as well, if i have the knowledge/experience to do so.
 
Finally, Thank you gise for raising this question so that those who wish to do so can become more knowledgeable about Atlantia's customs.

I am curious what the preferred protocol for contacting Atlantia's 
Royalty is. I know there are many gathered here who have experience 
both on and behind the thrones and I would count it a great favor to 
hear your thoughts on this.

For what sort of matters is it appropriate to contact the Head 
retainers instead of Their Majesties or Their Highnesses and for what 
matters is it more appropriate to contact the Royalty directly?

I ask this in open forum because as I've had conversations with the 
populace there seems to some general confusion on the matter and no 
general consensus. I thought many might benefit from the discussion.
