it is always fine to contact the royalty directly.  if they feel that it is
something that is best handled by someone in their retinue (ie head
retainer, champion, member of an order, deputy crazy person, et al) they can
simply forward it on to that person.

Greetings to those gathered in the Tavern this day from Gisela in 
Sacred Stone,

I am curious what the preferred protocol for contacting Atlantia's 
Royalty is. I know there are many gathered here who have experience 
both on and behind the thrones and I would count it a great favor to 
hear your thoughts on this.

For what sort of matters is it appropriate to contact the Head 
retainers instead of Their Majesties or Their Highnesses and for what 
matters is it more appropriate to contact the Royalty directly?

I ask this in open forum because as I've had conversations with the 
populace there seems to some general confusion on the matter and no 
general consensus. I thought many might benefit from the discussion.
