Those are good suggestions.  I would also suggest contacting Baron Marc
d'Aubigny of Sacred Stone.  He has great experience with working on Japanese
blades and could probably give the friend great suggestions as to what steps
to take next.

Your friend should look for a museum curator in his area and talk to a
specialist.  If he wants the sword to maintain its value as an artifact then
most likely they will recommend arresting the oxidation but not necessarily
cleaning it all off.  As for rebuilding the hilt, again if he wants to keep
the artifact intact they usually replace missing or damaged parts with inert
fiberglass.  If what he wants to do is restore it to use it as a weapon then
he probably would be better served by seeking out a knife or gun smith.

I've got a friend with a japanese sword that needs repair (hilt 
rebuilt, rust on the blade). In theory WWII era or older.

Anyone out know a resource for fixing it up?
