There is only one Kingdom that still offers hydration by means of contact-straws. The other 18 have pretty uniformly moved to non-contact bottles for their Kingdom Waterbearing activities. There was a great hoopla over that at Gulf Wars this past year, and the year before. 
So, the Gulf Wars staff decided that water bearers from that hold-out kingdom were not allowed to offer water to any fighter other than those from that same kingdom. Who did it hurt? No one in specific. 
However, things came to a head later in the war when waterbearers from the contact-straw kingdom were confused as to whether they could give water to fighters from other kingdoms when those fighters actually asked for it. Then suddenly they were "refusing" to provide hydration to anyone but their Kingdoms fighters.
<shrug> These things happen. 
The more I think about this, the more I think this might almost be touched with a more than a little rational thought regarding a problem with fighters being refused water (and possibly having more direct heat injuries) because some group of waterbearers may be "blacklisted" because another kingdom does not like how they offer water.
 
More Society level rulings come out of stupidity at Gulf Wars.... Maybe we should ban Gulf Wars... <KIDDING>
