Again with the fact that any individual handing over a canteen of water is

doing so of their own volition.  Households have no official standing.

whatever they do is on their own merit or demerit.  Guilds are a

recognized, sanctioned special interest group.  as such,  they may not

sponsor, manage or regulate the acquisition or dispensing of water or

other hydrating beverages.

We do not regulate the taking of aspirin at our events.  If someone abuses

it and it results in harm, we do not own the blame for it.



In short,  de-regulation means just that.
